In order to develop ship types beyond attack/science/colony ships you have to choose a tech selection. You get a new selection each time your tech level reaches a perfect square (i.e. 1, 4, 9, 16, 25, etc.) Choose your selections wisely, because once they are chosen you cannot change them, you simply have to wait until until you can choose another one.
