This is a very important screen. It is where you communicate with other empires, and where you change your official diplomatic status (war, truce, trade, alliance.) Note that it also gives the current economic and military power of everyone you have met in the game. Keep a close eye on these values, as they are the way in which you judge your allies and opponents' strength. The page also shows the maximum econ and military scores that these empires have ever gotten in any game. This can be a good indicator of their skill level, but be aware that there are ways to artificially inflate these figures to make them more impressive than they really should be.
